1. Combine 2 tbsp mayonnaise, 1 tbsp lemon juice, 1 1/2 tsp mustard, green onion, bell pepper, garlic powder, 1/4 tsp salt, cayenne pepper, salmon, and egg. Add panko.
2. Shape mixture into about 8 three-inch patties.
3. Heat oil in large skillet over medium heat. Add patties and cook 5 minutes on each side or until browned.
3. Combine remaining mayonnaise (2 tbsp), lemon juice (1 tsp), and mustard (1 tsp) with parsley, capers, garlic, and salt. This goes on top of each patty when served.
